He is running for Congress as a Republican with the objective to represent the people of the Seventh Congressional District of Virginia in the United States House of Representatives.
Dr. Roginsky came to America legally, as a soviet political and religious refugee. A native of the Belarus-Ukraine border region, he considers himself ethnically both Belarusian and Ukrainian. Naturally, he is a passionate supporter of the heroic nation of Ukraine, standing up for itself and the entire Western world, including the United States to a brutal savage invader from the East.
Throughout his life in America, he has been an extremely hard-working individual, making a living honorably and serving the people of his new nation.
He is a well published scientist and mathematician with expertise in theoretical nuclear physics, astrophysics, applied mathematics and military technologies. He is also a lifelong educator, having taught mathematics and physics at levels ranging from elementary school through college and beyond. He is also a patent-holding inventor, legal reformer and scholar of the United States Constitution, the Founding era and constitutional law.
He is an infinitely loving and dedicated father to his son, whom he raised alone. After ten years of fighting for custody of his son in the corrupt legal system, he prevailed and became a single custodian parent, who transformed his son from a miserable failure as a student in elementary school to an honor roll middle and high school student and subsequently a graduate of a wonderful university, at which he had worked as a mathematics and physics professor.
Dr. Roginsky is a multilingual, cultured (educated in music and literature), natural problem solver who believes in the power of science and reason. While in Congress, he plans to work tirelessly to restore America to her former greatness, the nation envisioned by the Founders for free, fair-minded and enlightened people.
He will spare no effort to repair America’s great economic and military alliances, especially with her Western European nations, with whom it shares common heritage, as well as to build a global economic and military alliance of the democratic nations, including on the American continent.
He will work towards saving the nation from the threat of socialism and leftist ideology, to restore the rights enshrined in the Bill of Rights, especially the right to life, free speech and the right to keep and bear arms.
He wants to continue his life’s mission to bring justice and government accountability in America through fundamental legal reforms, eliminating a host of egregious, unconstitutional immunities with which the elitist and historically irresponsible Supreme Court undermined the constitutional foundations of the democratic republic in America. He will fight to end the corrupt self-regulation of the legal profession, transferring the powers of enforcing ethics in the legal system to the proper, democratic judge of ethics in government, the American people, via the tried and true system of grand juries. He plans to legislate policies that would help America attain the best educated and technologically advanced people in the world, fully capable – in partnership with other global democracies – to defeat the evil alliance of the vestiges of the barbaric Mongol Empire: Russia, China, Iran and North Korea, continually plotting to marginalize and destroy the West economically and militarily.
He wants to return the practice of medicine in America into the realm of science, to serve the ailing Americans and march forward to conquer lethal illnesses that ravage millions of lives in America yearly. He wants to make healthcare more affordable and economy more thriving by limiting the abuses of the trial lawyers.
Voting isn’t exact science, but the entire nation stands a better chance of building a better future for itself when the voters make educated, rational choices in voting. The voters of the Seventh District will make a better voting choice by electing a candidate with a record of honesty, superb family values and lifelong dedication to liberty and justice for all.

Congressional investigation of legal-system abuses; Legal Profession Accountability Bill to end absolute judicial/prosecutorial immunity and replace lawyer self-regulation with citizens’ panels.
VIII. Inhibiting the Spread of Crime
Nationwide database of convictions and evictions; encoded indicators on state IDs to help states protect employers and landlords from imported criminal activity.
IX. Mexican Border Wall
Appropriate funds to outsource completing the remaining ~1,300 miles to Mexico, using lower Mexican land and labor costs.
X. Public Transportation — Rural
Repurpose decommissioned school buses and auction vehicles into rural networks (Va-07 and nationwide), financed under Commerce and General Welfare powers.
XI. Nursing Homes, Foster Care & Adoption
Congressional investigation into rampant abuses in these industries.
XII. Honest, Fair, Competitive Political Campaigning
Restoration of Election Integrity Act (REIA): criminal penalties for candidate fraud, fair party primaries, and FCC accountability when media give preferential coverage without equal rebuttal.
XIII. Mental Illness, Homelessness, Crime & Families
Empower families to obtain evaluation and treatment for seriously ill relatives when ER release and high commitment thresholds leave loved ones at risk.
XIV. Combatting Asian Scams Against Americans
Authorize asset seizure and maximum tariffs against countries hosting call centers defrauding Americans; compensate victims and pressure foreign governments to shut scams down.
XV. Presidential Authority & Imminent Threats
Ease expedited presidential action—including military force—against enemies building offensive weapons; authorize taking enemy resources (e.g. oil) to offset U.S. neutralization costs.
